itの指すものがわからなかった文

最初、Itが何を指しているのかわかりませんでした。for the first timeではなく、the first timeなのも気になりました。
EBwinを使って、the first timeで全文検索をかけると、ジーニアス英和大辞典で次のような英文がヒットしました。

なので、It is the first time Biden, a Democrat, has threatened to ban TikTok.のItも時間のitと判断しました。Itが主語で、the first timeが補語の第2文型の文で、timeとBidenの間には関係副詞のwhenもしくはthatが省略されていると解釈しました。

どうして、had recommendedなのだろうか。文法的に過去形ではなく過去完了にしなければいけない理由があるのだろうか。
